February Technical Council Activity Summary


Tribal Partners Leadership Council - 2/20

The council reviewed the regional Equity Assessment results revealing that only 11% of the 3000+ people who completed the survey identified they had received training on tribal relations and Native American history. This year the TPLC will lead the development of a curriculum that covers tribal health systems, tribal sovereignty, and local Native American history. You can look forward to that training being held this November.


Community Voices Council (CVC) - 2/18

Oral health was the focus of this month’s CVC meeting. CVC members received an overview from the HCA about Medicaid Dental Coverage and Eligibility Programs for adults, adults in nursing/group homes, children, people with disabilities, pregnant women, and people with diabetes. The council gave the HCA feedback on the services provided, including that there is a lack of understanding for Medicaid clients about what services are covered. The council also received an overview of the fluoride education efforts being launched in Spokane, including current findings from research, the messages being told, and design concepts for posters/campaigns. The council gave feedback expressing a need for a more educational perspective on fluoride, while also being more intentional with reaching all people, not just targeting a certain class when promoting fluoride.


Waiver Finance Workgroup - 2/19

Pay-for-Performance

The group received an update on our strategies to achieve our 2020 and 2021 Pay-for-Performance targets. HCA recently released 2018 performance data for all the waiver pay-for-performance (P4P) measures. These 2018 data suggest that there are several areas in which the BHT region’s performance is falling short of what will be required to earn the maximum amount of Pay-for-Performance incentive dollars. 

Primary Care and Behavioral Health Partnering Provider Contracts

Based on feedback from the Board, the group was provided an overview on BHT’s recommended updates for the Year 2 and 3 payment schedules and the minimum thresholds for achievement and passed the following motions.

To approve Year 2 contract payment schedule as 25% at signing, 25% for mid-year reporting, and 50% for the achievement of AIMS and milestones at contract Year-End.

To approve Year 3 contract payment schedule as 25% at signing, 0% for mid-year reporting, and 75% for the achievement of AIMS and milestones at contract Year-End.

To approve a threshold achievement of 75% of aims and milestones being met to earn 50% of Achievement Payment in Year 2 and 75% of Achievement Payment in Year 3.
